Training sessions and advice to staff serve as a guide to comply with the obligation to incorporate gender impact analysis .

The organization Opciónate collaborates in the incorporation of the gender approach to the 2023 budgets of the City Council of Las Palmas de Gran Canaria with direct work with staff from various municipal areas. The aim is to look beyond the figures with a panoramic vision that includes the differentiated reality of women and men to establish priorities that balance the existing gender gaps.

The training sessions ‘Gender Budgeting’, promoted by the Training Department of the local institution, consist of six face-to-face training sessions, in addition to personalized face-to-face or online counselling for civil servants who require it.

The final objective is to comply with the obligation to present information on the gender impact of all spending policies and budgetary programs. In this way, it facilitates the analysis of the impact that these actions have on the situation and position of women and men in the daily life of the capital of Gran Canaria and the main urban centre of the archipelago.

To this end, the staff and the Heads of Services are provided with knowledge, tools and templates for the preparation and execution of the budget of the different municipal services from a gender perspective, as well as for the design of objectives and the selection of the most appropriate gender indicators in each case, which will be used for the subsequent evaluation of the differentiated impact on women and men of each action. 

In addition, the work focuses on the definition of shared criteria in the drafting of the annex to the budget report that each municipal service must present when preparing budgets, thus facilitating the analysis and evaluation of local policies. 

The roots of this municipal initiative date back to 2021, when the obligation to present an annex in the report specifying the horizontal objectives aimed at establishing priorities regarding Gender Policies in a selection of areas was included for the first time. This year the obligation to present information on the gender impact of all spending policies and budgetary programs was established.
