Description: Gender Budgeting Training.

Starting May 2021, Opciónate will host a theoretical and practical training course on gender budgeting aimed to guide managers and those with budget responsibilities on how to assess the impact of policies on the status and position of women and men in Las Palmas de Gran Canaria.

The training programme has been designed for participants to gain understanding on the basic conceptual framework, regulations, methodologies and tools needed in public budgeting from a gender perspective, and also assess the impact of gender on municipal budgeting from an operational and financial standpoint.

The theoretical and practical approach which characterizes the training course means theoretical aspects, key questions, exercises and specific cases will be raised during the sessions to enable the application of the acquired knowledge in the professional practice. Critical analysis and plenary debates will be encouraged in order to identify and solve the main issues, difficulties, resistances and obstacles in its actual application.

The training will be delivered by Paquí Jiménez Martín, economist and expert in the design and assessment of public policies for equality and gender budgeting. Paquí has been working for over 20 years with the Madrid City Council in the design and assessment of public policies for equality, and also in analysing the impact of gender on municipal budgeting.

With this training course, the local governing authority is in compliance with the ‘Normas para la elaboración del Presupuesto General del Ayuntamiento de Las Palmas de Gran Canaria del ejercicio 2021 [2021 Rules for the Preparation of the General Budget of the Las Palmas de Gran Canaria City Council]’, made available to all municipal departments by the General Coordinator of Finances and Revenue, and which for the first time required the presentation of an annex to the annual report detailing the horizontal objectives aimed at establishing priorities regarding Gender Policies. For this purposes, a number of Expenditure Policies and Budgetary Programmes were selected: Social Services and Promotion, Housing and Urban Planning, Employment, Education, Culture, Sports and General Services.
